This is just a suggestion but a very good place would be zambesi mall on the corner of the old zambesi and moloto roads, its pretty much deserted and there isnt much going on inside the mall or the multistory carpark.
Its a good place at night because of action sports there meaning the carpark is open at night.

I have seen many good spots at roodeplaat dam resort. On the western side turning off from the moloto road. There is an entry fee but it is cheap if you convince the guards that you arent fishing and just want to view the place, or that you are visiting friends that are at the resort. Birding is also a good excuse. I will be in the roodeplaat area during the weekend of the 23rd of feb. Sorry single guys but I am a single guy so we will have to get a girl there. I hope this doesnt become another dead end thread with only promises and no actions.
