newbie couple here.. Is there a couples dogging scene in PE? We have been searching the site and PE/Eastern cape seems like a dead,dead place in this regard.

I'm not into dogging personally but I'll be honest and say I've never seen reports of successful dogging meet-ups in the PE area.
