When only half a story gets told, misconceptions will always remain.
Average people like you and I can say all we want about what we have experienced, people don't listen to what we say, they believe the newspapers and even more so, the movies these days. the movies that start out by saying "based on true events" and never "exact recreation of actual events" . . .

Let me tell you a story: I was approached by the Police Training College in Benoni. They asked me to tender on a contract to modify 36 vehicles for training purposes. I filled in the documents and submitted my quotation. I was told that my quotation is the best out of 7 quotes. My work carries a great reputation. I am the only person in the country with knowledge and experience to undertake the work as it is a specialised trade and I do hold the bulk of the market in South Africa... Yet I was denied the contract as I was not level 7 BBE! That was the reason given.
I have a patent on my product and I have manufacturing and installing dual controls and hand controls in cars for 14 years. There are three people in the country that do this, the other two are backyard and a large percentage of my orders are me removing their systems and fitting mine. I get cars from all over the country and even from African countries. It truly is a specialised trade.
I was then contacted a month later by a man who repairs breaks in cars. He asked me to quote on fitting dual control systems in 36 vehicles for the S.A.P. As he was awarded a contract but has no clue how to manufacture and install these systems.. Guess what, he was a black man. I denied him my services obviously... Do not talk to me about racism!

At the moment, "Racism Sells" that is way you cannot even read the international SPORTS news without something in it being about racism.
There are people who have no issue with interracial encounters, look for them instead of trying to change the views of those who choose not to.

You were never blamed @sdmr. I can go into a long debate with you but I see it as fruitless. I think that's part of the problem, is this narrow minded approach. I'm actually a bit surprised at your age because your reasoning, which depicts a level of intellect is not becoming of somebody your age.

Firstly, you have no knowledge what-soever of what I have personally experienced. My age make me old enough to have lived during a portion of the unpleasant past, I happen to be part of the statistics of this countries past.
Secondly, you have just done what most others do when one does do not conform to their views - - - - insulted me.

That is not corruption, that is the laws of this country, put in place to ensure the betterment of a specific race. That is racism, does not matter how you look at it, it's racist. And this is all done in the name of "equality" . . .
recently a guy was caught by two mini bus taxi drivers (here where I live) trying to steal a Mercedes from a parking lot. When they asked him what he was doing he simply said "I am stealing a white persons car, what is your problem?" nonetheless, the two taxi drivers kicked the crap out of him and handed him over to the police, but there is yet another example of just exactly who is racist in this rainbow nation of ours. Let me know if you would like me to forward the newspaper clipping about this incident.

Actually it's called SCM policy (supply chain management).
SCM was introduced to restrict corruption and tender irregularities by taken decision making out of the equation and replacing choice with a formula. With this comes basic standards that are their to link government procurement with governments duty to its public.
Basics like:
Being up to date with taxes
Corectly registered
Social responsibility (like bee)
The advantages of this system is that it's a lot easier to prosecute tender fraud since the question is not why did you choose that company but instead a was the best choice, why did do break procedure?
However in exceptional cases the correct company doesn't meet the bare minimum requirements and stories like the above accour, it's not corruption but flaws in the system. What you should have done instead is asked for a preference supplier SCM route to be followed due to a lack of sufficiently qualified suppliers, maybe the SCM manager didn't know your side of the story and that the other suppliers are defective.
However don't jump to corruption so quickly,especially if you don't know the full story.

because social responsibility (BEE) only benefits a specific ethnic demographic, and specifically excludes certain others
I'm not gonna discuss the pro's vs con's of BEE. However I have done audits for the AG and i've read up on SCM policy as required to audit procurement tenders. All I'm saying is that stamina's story has no evidence of corruption or any wrong doing and technically if he got the contract despite the lack of BEE credentials he would be liable for tender fraud.

Mike_Pta, it is made clear at tender advert stage what is required as far as things like what BEE level contributor is required. If a person does not meet the requirements they are wasting their time (and money) even submitting a tender. HOWEVER, if the customer asks you directly to submit a proposal, then that is a different story altogether.

They found me through my website after many weeks of tedious searching. I was asked to quote, I did so. Then came the mountains of paper work to fill in to get on the vendors list... I was phoned and told that I can not be placed on the vendors list as they require a level 7 bee certificate. I am level 4... The fact remains: I am the only one qualified to do work they need done out of the few businesses that quoted. I was denied the business yet another more expensive quote was accepted. The owner has no clue how to manufacture or install these systems never mind the massive modification required to convert a vehicle to left hand drive (dual driving positions), or even the complex system needed for disabled persons. Yes, there are disabled policemen in the force that need modified vehicles...
Long story short... I was denied the business because of my ethnic origin! The business was awarded to an unqualified person who has since approached me to do the work for him. Funny how that works? He even begged me to not inform the S.A.P that he requested me to do the work for him...

I know it sucks but it happens. I'm sure he approached you not knowing about the BEE level.

@Mike_Pta, they all know very well about the processes. They also know that it's an easy way to make a quick buck. The guy who tendered and won the contract was surely given the estimate and simply added a few percent for himself.
Any company who submits a tender for any work, simply has to follow the tender rules as stipulated in the contract document, then they are fully covered. If they submit false info then they are exposing themselves.
@SDMR on my last AG audit we were testing a tender that had 20+ applications and only one met the requirements to get a call back for a presentation. Generally that presentation is the only time they can see how professional the company is, but if everyone gets kicked out because of tax clearance and bee certificates then what choice do they have. Sometimes it's not as easy as everyone makes it out to be.

The corrupt tender process is not unique to our country, this happens all over the world. (our country just can't seem to control it at all)
By definition, even the Zimbabwean government falls under the description of democracy.

It's true;
I've heard of the Postal Service, the Police Service, the Government Service departments, even the Municipal Services... Never quite understood what they do, til I heard a farm neighbour of mine talking about his bull servicing his cows....
Please people it's a joke, no body get uppity now if you happen to work for any of those service departments... besides! It's a compliment... you're a swinger you should be well qualified to work in any place with the word "service" in it's name!
